A lot of people in the Phoenix area are asking about the 21st Century ROAD to Housing Act now that it’s law, and for good reason. It’s the biggest federal housing legislation in decades, and there’s plenty of noise about what it will and won’t do. So Andrew and I sat down to talk through what it actually means for buyers and sellers here, and where the hype gets ahead of reality. The honest answer is that this act matters, but mostly over the long term.
Mostly about building more homes. At its core, this legislation is about building more homes. It cuts red tape, funds pre-approved designs, and rewards cities that actually build. The key thing to understand is that it’s a slow burn. This isn’t something that shows up next month. It plays out over years, which is exactly how a supply-focused housing bill is supposed to work.
The corporate investor cap. One part of the act that could matter more here than in most markets is the cap on corporate investors. Large funds have been buying up a lot of homes in the Phoenix area, and companies that own 350 or more single-family homes will be barred from buying more once the provision takes effect in January 2027. Phoenix has above-average investor activity, so this could ease some of the cash offer competition that buyers here have been up against. There are exceptions carved out, and the main one for Phoenix is build-to-rent: investors developing subdivisions specifically for the rental market can still operate. Renovate-to-rent projects and certain rent-to-own programs are also excepted.
A few practical wins for buyers. Beyond the big picture, there are a couple of concrete things some Phoenix buyers may notice. Manufactured homes are set to get roughly $5,000 to $10,000 cheaper to build under the new rules. The act also encourages lenders to originate mortgages under $100,000, which have historically been harder to get. Making those smaller loans easier to obtain opens a door for buyers shopping at lower price points who’ve had trouble finding financing.
What the act does not do. Here’s the part worth being clear-eyed about, because this is where expectations run ahead of reality. The act doesn’t cut anyone a check. It doesn’t touch mortgage rates. It doesn’t build a single house on its own, and it’s not going to move today’s home values. This is legislation built for the long-term vision of making housing more affordable, and that vision takes time. What sets the market right now is the same thing that always has: local timing and the homes actually on the market.
What it means for the near term. So the bottom line is that this act will shape housing affordability over the long term, while the near term looks like more of the same. Inventory and the balance of supply and demand are still the leading factors in how the market feels for a buyer or a seller. And as Andrew and I have talked about before, different pockets of the Phoenix area have drastically different market conditions, so a headline about a national bill only tells you so much about your street.
